http://download.opensuse.org/repositories/openSUSE:/Factory:/ARM/

contains outdated stuff and it shouldn't have been published there - can you please delete it from the download server?

http://download.opensuse.org/ports/aarch64/tumbleweed/repo/oss/aarch64/ lists what looks reasonable and http://download.opensuse.org/repositories/openSUSE:/Factory:/ARM/ does not exist anymore so I guess this is done.
