os-autoinst: tinycv should be built when main Makefile is executed

Description

Before os-autoinst can be used it is first necessary to run make in the main directory to build some tools written in c.
But then it is additionally necessary to cd into ppmclibs and run perl Makefile.PL && make.
This should be done by the main Makefile.

Checking in a clean container environment with ./autogen.sh && make && ./isotovideo within an os-autoinst checkout I can see that the file ppmclibs/blib/arch/auto/tinycv/tinycv.so is already built, make -C ppmclibs does not do anything and all seems fine. I checked the Makefile and there haven't been any relevant changes so I assume this has been in for very long or always. There is nothing to be done.
