The test code relies on release numbers of a package to stay static. Tumbleweed/Kubic being 'rolling' can not offer any guarantee there. Any change / rebuild of a package will result in changed release counters.

https://build.opensuse.org/request/show/574543 was accepted so transactional-update test can be fully enabled now.
