Description

When I review qa_test_systemd failed in x86_64 and ppc64le(https://openqa.suse.de/tests/1190316), I found it fails because of missing nfs package, which is in legacy module. (from screenlog in https://openqa.suse.de/tests/1190316/file/userspace_systemd-qaset.tar.bz2)
Problem: nothing provides ntp needed by qa_test_systemd-1-31.1.x86_64
Solution 1: do not install qa_test_systemd-1-31.1.x86_64
Solution 2: break qa_test_systemd-1-31.1.x86_64 by ignoring some of its dependencies

Here we can find nfs package

I recommend you take a look into the test code in products/sle/main.pm and look for the use of the test variable 'DEV_IMAGE'. I think it should be ok to add the module "legacy" there as well. Then create a PR and ask riafarov for review, he should be back from vacation next week.

As design, no need to add legacy module in osd. And qa_test_systemd test takes another workaround, so closing this one.
