security/sks is in factory, and we use it for keyserver.o.o so it is good to have it at the next leap version as well

"osc maintainer" says it's maintained in the "security" project, but doesn't have its own maintainer/bugowner set.

It looks like jengelh (Jan Engelhardt) submitted it to Tumbleweed, so maybe he can also submit to Leap. Besides that, Lars did quite some work on the package. Choose one of them ;-)

there is no need for a specific person. It can be done by anybody. osc sr openSUSE:Leap:42.3 as soon as the submissions for 42.3 open (and there is a possibility it already happened), and then monitor the comments of the SR till it gets accepted, or fix any issues with new SRs
