The source of the problem is probably the discrepancy between
test expected repo:
http://download.opensuse.org/ports/ppc/distribution/leap/42.3/repo/oss/
currently available url that is empty:
http://download.opensuse.org/ports/ppc/distribution/leap/42.3-Current
