Test suite description

The base test suite is used for job templates defined in YAML documents. It has no settings of its own.

Fails since (at least) Build 20220926-1

Yes, the bisect says yast2-http-something update is causing this, but I think it is unlikely.

This is just change in loglevel, I would ask for confirmation and change our sys-param values.
