MAX_JOB_TIME=9000 due to long texlive update

Reproducible

Fails since (at least) Build :23485:patterns-public-cloud-15 (current job)

Expected result

the package which failed here does not make any sense to install on the environment which this test is running . From this perspective this ticket should be rejected with WON'T FIX resolution. But there is another perspective because this bug actually highlight more generic problem :
At least in case of Public Cloud module ( but maybe in some other cases too ) there are some packages which suppose to be installed on in very specific targets . Attempts to blindly install this package on all available environments will lead to false negative failures . At some layer (bot-ng ? ) we need to "put" this knowledge and filter out such packages from unsupported environments . I am removing myself from Assignee for this ticket because this lays out of my expertise and interest .

I assume that qe-core is the owner of the test suite qam-incidentinstall although the testsuite description does not state it.

@qe-core please look at it and please also add a proper maintainer in the testsuite.
