[sle][migration][sle15sp4] test fails in zypper_migration - need to allow vendor change for smt cases and packagehub cases

Description

If the case has packagehub in addon list, or is smt cases, for zypper cases, we add --allow-vendor-change
because the packages from packagehub are openSUSE packages, if migration with it, it would ask whether agree with vendor change, it is reasonable.

Observation

openQA test in scenario sle-15-SP4-Migration-from-HPC15-SPx-Milestone-x86_64-online_slehpc15sp1_ltss_smt_basesys-desk-dev-hpc-python2-srv-wsm-contm-lp_all_full_zypp_tm@64bit fails in
zypper_migration

Test suite description

The base test suite is used for job templates defined in YAML documents. It has no settings of its own.

BTW, the way to add allow-vendor-change is only for zypper migration method, for yast cases, need to use BREAD_DEPS=1.
