They are in fact sync'ing, but only Leap 15.2. I have written to the admin to inquire.

you are correct, our mirror was not mirroring the latest versions.
Unfortunately, we do not have the manpower anymore to maintain the mirror anymore. Therefore, it is better for the community that we turn our mirror off and people use another one. Please remove our server from the list of official OpenSuse mirrors.
If our university will come back to the point it can mirror the repositories, we will come back to you.
