produces this 404 URL:
https://download.opensuse.org/repositories/openSUSE:Leap:15.2/standard/openSUSE:Leap:15.2.repo
instead of:
https://download.opensuse.org/repositories/graphics/openSUSE_Leap_15.2/graphics.repo

The nomacs package is actually available in 15.2's OSS, which the search produces no mention of.

Luckily, it seems that someone wants to rework the application during Hackweek: https://hackweek.opensuse.org/21/projects/software-dot-opensuse-dot-org-replacement

So while we can not directly solve your problem at the moment, maybe you want to join the team around the hackweek project and help them with a renewal and some press articles around it?
