<p>Currently, factory-auto adds opensuse-review-team and staging unconditionally to all submissions it accepts.</p>
<p>In order to assist devs with the factory-first process, we should no longer demand staging for submissions that ONLY have a diff in the .changes file (no diff in .spec or other source files).</p>
<p>Of course, in theory, the outcome of the package COULD be changed based on the .changes file, but this is a theoretical corner case.</p>
<p>Skipping the additional reviews and staging for such simple changes will allow for a larger throughput, further helping the SLE staff to get their packages quickly corrected in Factory</p>

<p>(I thought I filed this already, but can't find my ticket - in any case I already TALKED about this a hundred times; and was just bitten by it again)</p>
<p>The problem:<br>
whlie testing upgrade scenarios from e.g. 42.2 to TW-Next (the version being tested in openQA), the CURRENTLY published TW on download.o.o is ALSO taken into account (online repo enabled)</p>
<p>In case of the boo#1030759 this results in the updater NOT tagging libmutter0 is an obsolete package (it is tagged 'weakremove', which means it is ONLY marked for deletion if it is NOT found in any of the enabled repos. As TW (published) still contains the package, it is not removed - furhter blocking the update of gnome-shell * mutter, which leads to the test failures as seen in e.g. <a href="https://openqa.opensuse.org/tests/375730" class="external">https://openqa.opensuse.org/tests/375730</a></p>
<p>We had seen similar test issues in the past, be it that stuff 'works' during the openQA test until TW-Next is published (then packages disappear, and tests would no longer pass)<br>
In any case, having the repo published at download.o.o available to the tests is defeating openQA as it is intended totally, as many tests are not reliable this way (testing a repo combination that no user will possibly be able to have on his system)</p>

<p>take the package util-linux: it is in ring0<br>
a new submission comes in, that newly adds: 'BuildRequires: procps'<br>
We add util-linux to Staging:A (as it's a ring0 package)<br>
procps is currently in ring1<br>
util-linux will build 'just fine' in Staging:A - as procps is there (from earlier builds)<br>
so the staging eventually turns green<br>
we accept util-linux into openSUSE:Factory, which in turn mean:<br>
util-linux in Rings:0-Bootstrap can no longer build, as procps is now missing there (and we can't bootstrap the OS anymore)<br>
there are two solutions: move procpos to ring0 (not cool: it depends on systemd-mini) or revert the change on util-linux<br>
=> it would be good to see such breakage before we accept and have the issue effectlively in Ring0</p>

<p>We had the case today where two packages, coming from the same devel repo (libpsl and publicsuffix) caused a cycle (also seen in the devel prj)</p>
<p>repo-checker 'approved' both independent, before they were added to a staging project</p>
<p>Once added to the staging, the group was not being re-checked and the cycle would have gone in unnoticed (I had a gut feeling on it and manually retested the group - the cycle was observed)</p>
<p>We need to come up with a different logic here, like maybe only doing repo-checker cycle tests once a package was added to any staging (be it adi or normal). Potentially a recheck would be needed when packages move between stagings?</p>
