Make openqa_restart event useful

Description

The event currently contains the text openQA restarted (which is arguably noise in the log which will not be useful unless you have access to the server and can find out what actually happened).

Having version information would facilitate tying restarts to e.g. recent failures very easily w/o diving into the server.

Suggestions:

  • Make version available from git, or changelog file
  • Modify the event in AuditLog.pm
  • Change the UI test in 23-audit-log.t
  • Consider adding a unit test for this event

It's already in the description. The string gives me no information to work with. I need to know what version was run at the time of the restart to tell how that affects my investigation. At the least the current git hash of the web UI.
